A content management system (CMS) is used to help aid in updating your site. A CMS helps in managing all aspects of your site be it editing text, creating new pages, managing images as well as video. A CMS is very easy to use and can be learned very quickly.
I prefer using a content management system (CMS) called ExpressionEngine (EE). EE costs approximately $300 for a license and includes free updates for a year. There are also various add-ons that can be purchased to help customize EE which can range from $5 - $100. After I purchase a few highly recommend add-ons you will be looking at spending approximately $350-$400 for a very flexible and easy to use CMS. Please note that not all projects will require any additional add-ons.
I also use a CMS called WordPress, which is a great CMS and will meet many of your needs. Did I mention that WordPress is free?
With budgets being tight using a template is a great way to save money. unsustainableDesign can help customize a WordPress template, or any other template to fit your needs.
